President’s pay scale should be amended—Upper House Speaker

The president’s pay scale must be amended in accordance with the law due to fears that he could violate the existing law, as he has not so far enjoyed the salary prescribed in the Constitution, according to the Speaker of the Upper House.

Khin Aung Myint made the comment during yesterday’s parliamentary discussion of the law on honouring Union-level officers’ salaries, allowances and titles.

Khin Aung Myint said that if one does not follow the prescribed law, it could easily be violated.

“You can’t amend a law with any instruction. A law can only be amended by a parliamentary vote. This has always been the case. Members of the public who understand the law realise that. Conformity with the law is a must,” he said.

The president’s monthly salary was formerly fixed at Ks 5 million (US$ 5,165). If the president prefers to be paid only Ks 1.5 million, then parliament must plan to amend the pay scale. Paying him on a new scale without that amendment will go against the law, said the Speaker.

“If a law is enacted at the parliament, it must be followed. There is no need to encourage that. Whether it is Ks 5 million or Ks 10 million, the parliament will agree to it. The parliament has to amend the salary scale in case the president violates the existing law because he doesn’t want the extra money,” said the Speaker.

“The President’s instruction to pay him only Ks 1.5 million is meaningless as the law has not been amended. Therefore, parliament must decide to amend the pay scale. The salary of the vice-president is fixed Ks 1.2 million. Sufficient salary and allowance can help promote clean government. In other countries, the salary of a minister is not so much higher than that of a member of parliament. In our country, it is quite a different matter.”
