President Thein Sein said the salaries of civil employees are possible to increase gradually in 2013-2014 fiscal years.
In his 2013 New Year message to the parliament on 1 January, Thein Sein said his administration will develop better management.
The message include: “Government could implement variety of reforms
in social, education and healthcare sectors together with the increment
of retirement pension”.
The budget, he said, could be discussed transparently at the
parliament, and that budget law will be enacted more systematically year
after year.
President said in his message, “Government could implement political
reforms in political, economic and social sectors, while there are still
challenges in transition processes. By taking lessons from the crises
such as protest on Latpadaungtaung copper mine project, land grabbing,
Rakhine communal violence, and Kachin conflicts, we will make better
management in coming years.”
The President appreciated the role of parliament while Myanmar is
getting a growing recognition among the international community.
He also pledged that the government will gear up efforts on rule of law, and fighting against the corruption.
Thein Sein mentioned his expectation that the parliament would design
democratic cultures and practices for the public by enacting
people-centred laws which emphasize on the pragmatic and long-term
benefits of the citizens.
