Though Myanmar’s new capital still has
vast stretches of vacant land, those who want to set up businesses find
it very difficult to buy land plots, which are mostly granted to
speculators.
The Nay Pyi Taw City Development
Committee, which has complete control over land management, has placed
restrictions on the establishment of SMEs.
According to sources, the committee has adopted a rule that businessmen may build only on land allocated by the government.
The committee also restricts SMEs in residential areas.
Businessmen usually run into
difficulties when they want to set up small industries in Nay Pyi Taw as
the government places restrictions on buying land plots and applying
for land permits.
When reporters from Eleven Media Group
asked a committee official about the delay in applying for land permits,
he replied that those who had bought land plots from the government
would be allowed to buy more only after they have put up buildings on
the plots.
Another difficulty is going through the
documentation process up to the level of President's Office, give the
guarantee that owners will construct buildings on their plots and accept
inspections made by the Home Affairs Ministry. After one has applied
for a land permit, one cannot get a land plot allocated easily.
"According to the committee, I tried to
look for a land plot for my business in Shewekyabin area in Nay Pyi Taw.
But I could not as the place is in a residential area. So I sought
another place in Ottarathiri Township as directed by the Special
Planning Department. But all the plots have been allocated. Finally, we
found a place in the same township. Now I have applied for a land permit
for two months. But I haven’t acquired a plot yet,” said a publisher on
condition of anonymity.
According to sources, he said the delay
was due to the fact that owners failed to put up buildings on their
allocated land plots.
The government however takes no action against some landowners although they have not constructed any buildings.
Nay Pyi Taw needs SMEs as the population increases but getting a land permit is very difficult.
Although there are still vast stretches
of vacant land in Nay Pyi Taw, land management is only in the hands of
the City Development Committee.
The government is reluctant to allocate
land for small industries, but has permitted far more spacious plots for
car centers and garages.
