The YCDC has been planning the designation of silent zones in Yangon since the third week of June, after it held a workshop with Yangon Heritage Trust, the Myanmar Engineers Association, and some departments.
Shwe Taung Kyar (Golden Valley), Inya Myaing from Kamayut Township, diplomatic residences in Dagon Township, University Road, and the corner of Parami Road and Pyay Road have been designated as silent zones. The YCDC submitted the list to the Yangon regional government, which then submitted the list to the president’s office.
After the silent zones have been approved, the YCDC will limit the construction of high-rise buildings in those areas, allowing only the construction of low-rise buildings of three and a half storeys.
“‘Silent zone’ refers to a place with many separate houses. We don’t want to allow the construction of high-rise buildings, so we submitted to the president’s office to designate the areas. Now, the president’s office has agreed on this in principle,” said a YCDC official who asked not to be named.
“This [list] is a restriction, like a law. When this restriction has been approved, we will only allow the construction of three-and-a-half storey buildings in the silent zones. Apartments will not be allowed. We will only allow such buildings for individual families.”
After the restriction has been approved, the YCDC will not grant construction permits to building owners who fail to follow the regulations. The committee will also take action against anyone who constructs buildings in the silent zones without a building permit, he added.
