That’s the view of Union Assembly Speaker Thura Shwe Mann, who made the comment in a meeting with local people in Meikhtila, Mandalay Region yesterday.
The Speaker was on a series of field trips to Kyaukse, Wundwin and Meikhtila Townships in Mandalay Region and held meetings with committee members of the ruling Union Solidarity and Development Party yesterday.
In his meeting with local people and committee members, Thura Shwe Mann said that the enactment of a law should be beneficial to the majority. Moreover, laws need to be accepted and followed by all the people.
“When we promulgate a law that cannot be beneficial or fair or acceptable, it is much more likely to be violated,” he said.
“We have seen tax evasion and tax avoidance. Only when most of the people can accept a law will it be seen to be fair. Apart from the revenue matter, rule of law can be firmly established. Whatever law we enact, it must be accepted and followed by most of the people. Therefore, we are trying to do that.”
The Speaker added that the Union Assembly parliament has so far amended and enacted more than 70 laws, with more than 50 bills to be enacted in this term.
“We have drawn up a federal-like constitution. The Union is of great importance. A country can be improved by living in a group, such as the Union. We should emulate the United States, Germany and other similar developed nations that are practicing a federal system and a democratic system,” said Thura Shwe Mann, adding that he vowed to try to the best of his ability to win the upcoming 2015 general elections.
