The presidential office of Myanmar last month addressed the government organizations and departments shall follow the rules and regulations to have transparency when inviting tenders.
Officials need to take responsibility of
their work when they are giving permissions to business enterprises to
invest in the related business fields. According to the constitution,
the Presidential Office will protect public interest if found someone is
attempting to harm the economy, the market or create monopoly.
A total of 32 items of guideline were
described for government organizations and departments to follow while
inviting public tenders. Work committee forming and advertising public
announcements before auctions are important. Environmental protections
are also required. The business projects should be operating under
international norms.
Additionally, the organizations and
departments have to study whether the projects that will be open for
tenders are potential for investors to accomplish. The competitive
auctions should be placed for everyone. The organizations and department
shall not allow auction winners to transfer the winning auctions to
other parties.
